LocalPublisherManager DeliveryGuarantee AT_MOST_ONCE should not say a segment is lost

The AT_MOST_ONCE guarantee provides only a guarantee of seeing the values without worrying of additional network hops at the cost of possibly seeing a subset of data. In the case of a local publisher it makes no sense to check for the topology and notify of a segment lost. If the user cares about that they would use AT_LEAST_ONCE or EXACTLY_ONCE instead.
