Description
Fetch persistent state only ever worked with stores which were not shared. It would allow it to be configured but didn't actually use it. This can cause some confusion. Instead we should prevent this configuration, so users can make sure their configuration is doing what they said they want it to.
We can deprecate fetch persistent state and instead always use the first non shared store that has BULK_READ allowed.
