IRAC send tombstones in state transfer

    Description

      After https://issues.redhat.com/browse/ISPN-13430 was introduced, we are not sending all the tombstones in the state transfer but only the ones with pending updates.

      It is required to send them all.

      Since the state transfer is done asynchronously, backup owners should query the primary owner if they contain tombstones without any updates pending.
