[Client] Support for io_uring

Netty supports io_uring for the transport. We should add optional support if the jar is present on the classpath, similar to how we have access for native epoll when using the hot rod client.

Vert.x added support in https://github.com/eclipse-vertx/vert.x/issues/4163 and should be a good place to start from.
