Allow Cache availability to be configured via the CLI

    Description

      It should be possible to view a cache's availability via the CLI. It should also be possible for the user to manually set the availability to AVAILABLE or DEGRADED when:

      <partition-handling when-split="ALLOW_READS | DENY_READ_WRITES"/>
