The ___event_log_cache cache can hang on shutdown

ISPN-13221 updates the server to shutdown all caches. However, with these changes GracefulShutdownRestartIT frequently fails due to the ___event_log_cache hanging when shutdown is attempted.

Updating org.infinispan.server.LifecycleCallbacks so that passivation is disabled on the ___event_log_cache configuration appears to resolve the issue and the test consistently passes.

In the attached logs.tar.gz, 2.log contains the logs of the server which Server#clusterStop was executed on.
