InternalDataContainer needs publisher(IntSet) method

InternalDataContainer has a publisher method that takes a single int. This is okay for segment data container, but a non segmented data container has to iterate over this multiple times if there is a store, causing performance issues. Also by having the IntSet method we can retrieve the system time once instead of for each segment.
