Add unit tests for automatic/manual cluster switching/cache reset

Current tests (SiteDownFailoverTest, SiteManualSwitchTest, CompleteShutdownDistRetryTest) are too heavyweight (the client doesn't really care about xsite), and can't reproduce all scenarios all the time.
We need to move most topology management into a ClientTopologyManager that can react to connection events and server topology updates and test that in isolation.
