    Description

      ClusterTopologyManagerImpl#isRebalancedEnabled simply returns the value of the local var globalRebalancingEnabled regardless of whether the current node is the transport coordinator or not. Instead, non-coordinator nodes should request the status via the RebalanceStatusRequestCommand.
