Add tests for the metrics endpoint in the server/rest module

    Description

      Currently the REST metrics endpoint is only tested in the server/tests module, i.e. RestMetricsResource.

      The server integration tests do not have BlockHound enabled, so any blocking on the ServerIO threads handling metrics requests (as in ISPN-12918) is not detected.
