Specification dependencies should use provided scope

A number of infinispan components have dependencies on specification APIs, e.g. org.eclipse.microprofile.config:microprofile-config-api, org.eclipse.microprofile.metrics:microprofile-metrics-api, org.jboss.spec.javax.transaction:jboss-transaction-api_1.2_spec, etc.

In general, infinispan modules (common, core, client/hotrod, hibernate/*) are intended to be used  within a container that already provides these dependencies - thus these infinispan modules should define these dependencies on specification artifacts using provided scope.  Infinispan server modules would be an exception to this.
