Refactor: AWSPrivateLink controller is not consistent as HC/NP Controllers

The pause behaviour in the AWSPrivateLink controller differs from what we do in HP and NP controller where we manage the reconciliation status from the spec in separated parts of the code and this should be aligned in a future refactor of this component
