We currently do not limit launching of unsupported instances. The API should throw an error when launching unsupported instance (currently <1.5 GiB MEM but to be discussed further by PMs).

This feature should be opt-out unleash feature flag, some accounts should be allowed to launch unsupported instances (RH engineering, quality engineering etc).
