Preserve cluster teardown logs

      We (SD team responsible for CICD) have been seeing an issue lately where torn down test clusters do not have all their cloud objects correctly removed from the aws vpc while ocm is reporting the cluster as successfully uninstalled.

      This might be an issue with the uninstaller, though likely not. However the issue we're having is that our first thought was to go look through the uninstall logs on a cluster to verify this, but those are just not available, as they disappear the moment a cluster gets uninstalled.

      Question then becomes – is there a way to make uninstall logs available to SD for at least some time after clusters get deleted?
