As a new user creating an application for the first time, I want to be presented information that helps me understand the application workflow

Acceptance Criteria

• it should present an info modal to the user the first time they create an application or land on the application details page
• it should record that the user has seen the modal and therefore not show it again on subsequent visits
• there should be an additional link to reopen the modal according to the designs
  • "learn more" link in the workflow visualization description
• Replaces the quickstart on launch
