Description

As a user, I want to be able to take action on one of my pipelineruns in the list within the Pipelineruns tab of a particular application.

The Stop action was added as part of https://issues.redhat.com/browse/HACBS-990. This ticket is for adding the Rerun action specifically.

Acceptance Criteria

• Rerun action added to Actions menu in both places Stop was added in the referenced ticket above
