Migrate gitops-operator ginkgo tests to kuttl tests

Description: currently testing suite for gitops-operator is in gingko. We want to switch over to all tests being done using kuttl, so these tests should be migrated to that instead. 

Acceptance Criteria: 

• take all ginkgo tests (https://github.com/redhat-developer/gitops-operator/tree/master/test) and migrate them to be written as kuttl tests
• all tests should still run the same as before, along with the kuttl e2e tests that will be added after being moved from gitlab.
