[Docs] Document issue with DevConsole DetailsPage Secrets

We need to document the behavior that occurs when a user bootstraps with kam but hasn't set up the secrets (not required with gitops operator v1.2), and list page displays fine but the details page still requires those secrets to be present. Currently when those secrets aren't added, the user will only see the details page with the header but no environments cards will show. Once the user adds the secrets, it will display as it should. This issue will be fixed in devconsole 4.9 changes.
