This is an "umbrella" task to track fixing of ovn-kubernetes CI runs in ovn-org/ovn.

ovn-kubernetes jobs are failing on those branches for a bunch of reasons:

• we don't have the patches from newer branches that ensure that there's more disk space available in the CI runners
• on some of the older branches we're missing OVN features ovn-kubernetes relies on (e.g., affinity timeout)
• on some of the older branches the ovn-kubernetes workflow file (and Dockerfile) are out of sync with ovn-org/ovn-kubernetes
