Add Cruise Control Metrics scraping for Prometheus

Cruise Control has a number of sensor metrics which provide useful information about its operation. We should expose these like the other Kafka metrics.

The CC metrics are based on dropwizard  metrics which are like the Yammer metrics used by Kafka.
