Major Description
The qpid-dispatch-tools package can be installed without qpid-dispatch-router also being installed. This is because the tools work remotely and a customer might want to install the tools on a host that is remote from the routers being managed.
If qpid-dispatch-tools is installed by itself, the CLI tools don't work:
