Periodic check if journal files can be removed

Artemis broker should be more eager to removed empty journal files. At the moment the broker only checks for empty journal files if messages cross journal file boundary. This may lead to situation where a large number of empty journal files are left on the system for long time if no new messages are added. 

The broker should have a periodic task that check if those empty files can be removed.
