Operator only creates external services and routes when size >= 2

      Scale up to 2 first, then scale back to 1.

      As the title indicates if you create a new deployment through the operator and the size is set to 1 so that 1 broker pod spins up, the headless and ping services are created ok however the individual service for the multiplexed protocol port and the console-jolokia ports are not.

      If you then update the size to 2 the individual external services for each of the multiplexed protocol and console-jolokia ports are created as expected.
