On Windows 7, Fuse 6.2.1 is ignoring the local Maven repository setting

      Unzip Fuse 6.2.1 on Windows 7.
      1. unzip attached "beginner-camel-cbr.zip" to a customized folder "C:\Users\zx\MyOfflineRepo\org\jboss\quickstart\fuse\beginner-camel-cbr\6.2.1.redhat-084".
      2. copy "settings.xml" file(attached) under folder "C:\Users\zx\MySettings".
      3. modify "Fuse_Home\etc\org.ops4j.pax.url.mvn.cfg" as below:

      org.ops4j.pax.url.mvn.settings=C:\Users\zx\MySettings\settings.xml
      ~~~
      4. make sure folder "C:\Users\zx\.m2\repository" is empty, start Fuse and deploy "feature.xml"(attached), from debug log, fuse still search artifacts from "C:\Users\zx\.m2\repository".
      5. finally, the feature was failed to active, due to failed to find this artifact please refer to "fuseFailed.log" attached.
      6. if unzip "beginner-camel-cbr.zip" to "C:\Users\zx\.m2\repository\org\jboss\quickstart\fuse\beginner-camel-cbr\6.2.1.redhat-084", then restart fuse and deloy "feature.xml" again, it will successful please refer to "fuseSuccess.log" attached.
      7. apply the same steps at RHEL, it works.

      On a Windows 7 Machine Fuse 6.2.1 is ignoring the local Maven repository setting in org.ops4j.pax.url.mvn.cfg and was still looking for the artifacts in .m2 when a different location was specified.
      This behavior was also also consistent with it being set to a different location in the settings.xml
