    Description

      When running component-alignment-document part of the structural tests I got.

      [Fatal Error] :226:12894: The processing instruction target matching "[xX][mM][lL]" is not allowed.
2020-10-28 09:30:54 ERROR DocBomSteps:314 - Error with version detection: The processing instruction target matching "[xX][mM][lL]" is not allowed.

       

      Online XML validator returned the following error for licenses.xml

      Errors in the XML document:
	10759	6	The processing instruction target matching "[xX][mM][lL]" is not allowed.

      licenses.xml contains 5 occurrences of

      <?xml version="1.0" encoding="UTF-8" standalone="no"?>

      which is not allowed according to https://stackoverflow.com/questions/19889132/error-the-processing-instruction-target-matching-xxmmll-is-not-allowed
