[React-UI] Atlasmap generating mapping file with "no data" on page refresh

When initializing Atlasmap with some resources, in case the page is refreshed, there is atlasmapping with "no data" string initialized, which seems to cause problems to the backend.

This is affecting the atlasmap test env initialization and therefore raising as blocker.
