Dashboards and rules for DB are created by operator when external database is used

When using the Syndesis operator (equivalent to Fuse Online 7.6), and creating a Syndesis custom resource with an external database, a number of resources are created that refer to the internal syndesis-db database which is not created. The resources are:

GrafanaDashboard
PrometheusRule
These resources should probably not be created when using an external database.
