Resolve API leak for @Clustered

@Clustered (in HA projects) has references to LoadBalancePolicy from the HA module.

Remove this explicit dependency, make into a String, configure as registry in EJB3 Deployer XML, and move @ClusteredImpl to ejb3-impl from EJB3 Core.
