Plug JSON-based rule compilation phases into the framework

rework the Python demo in DROOLS-6995 so that the framework fits its design:

• the translation process from JSON into executable model should be handled in a Compiler
• the instantiation of the runtime instance should be handled by a Runtime

etc.
