Ensure DB names in Dev and PR are the same as Prod

Requirements

Todays outage would have been prevented if the database name in PR environment was the same as the one used in production. The database migration explicitly referenced the drupal database whereas it is named rhd_mysql in production.

Acceptance Criteria

• Database name in dev and PR environments is the same as that used in Prod

Review Steps

• Let the PR build. Go to Drupal console and see that it is connected to the rhd_mysql DB.
