Add snapshotting mode NEVER for MongoDB connector

There's currently no way to skip the initial snapshot when using the Debezium MongoDB connector. Similar to the other connectors (e.g. MySQL), this should be possible, which will be helpful in cases where one only is interested in new data changes from now on.
