Prepare addition of SQLcl to Oracle DB Docker image

The default SQL client coming with Oracle is... limited. There's SQLcl which is praised as the "next generation" of the client, so let's give it a try and use if good. Unfortunately, it also requires a license agreement so we can't add it to the base image, but at least we can prepare it and set up instructions.
