SnapshotReader should honor database.history.store.only.monitored.tables.ddl

    Description

      SnapshotReader does not generate DDLs for filtered tables but when the tables are create during streaming phase then DDL is included. The behaviour should be consistent and DDL should be generated by SnapshotReader too.
