automatically fetch the table's structure from the dictionary when data history is empty

We set the property debezium.source.database.history.store.only.captured.tables.ddl to true and use signaling table for snapshot on new table that was added to the include list after debezium was started.

Signaling table with snapshot doesn't work because the structure of the table (that was added later to the include list) is not registered . 

I would expect that when the structure of the table is not registered Debezium will get it from the data dictionary
