Wait for KC build to finish when deploying KC in system tests

We are currently waiting only for KC to be available. This leads to issues when test are rerun against project where previous deployment of KC is available and KC resource is configured with build section – tests are not waiting for build to finish and redeploy the old KC instance.

This is really only an issue with local development.
