Switch to Java 11 as a baseline

Debezium should be built for Java 11. The test should be compatible with Java 17.
The CI jobs on Github and Jenkins should be updated to run with Java 17.

Note for Jenkins - we need to make sure that release for 1.9 will still be possible.

Test Java 17 with at least une updated test that will use multile strings.
