Update com.google.cloud/libraries-bom to latest version

Hi there,

I'm currently using the Pubsub connector in Debezium server.  I noticed in the debezium-server-bom that we're currently using 5.1.0 of https://mvnrepository.com/artifact/com.google.cloud/libraries-bom in order to manage all of the compatible client libraries.

Would there be any objection to moving this to the latest version (currently 25.0.0).  I have been unable to find any specific guidance from Google on what the best version to use is, but I've tested and it seems more stable than 5.1.0 (which was released April 2020 it looks like).  Specifically, on 5.1.0 I had noticed warnings coming from the netty library related to memory leaks which seem to not be present in the latest version.
