JdbcConnection#executeWithoutCommitting commits when auto-commit is enabled

The JdbcConnection class allows tests and potentially code to toggle auto-commit state while also providing access to an executeWithoutCommitting method. We should throw an exception if auto-commit is enabled when calling this method.
