Run formatting check in the same connector/module workflows

To improve caching and reduce build time remove the existing formatting workflow, rather add a step to be run before the connector/module builds in the same workflow using a cache key which would be refreshed every month. 

The cache key name should be unique in all workflows so that cache can be stored actually else a naming collision can throw the following error: 

Unable to reserve cache with key maven-key-2021-12, another job may be creating this cache.
