Remove log.mining.log.file.query.max.retries configuration property

In Debezium 1.8, the internal property log.mining.log.file.query.max.retries option was added with a default value of 5. This option was exposed as an internal option so that in the event this knob needed tuning it could be.

This should be removed in 1.9 and based on feedback adjust the default or behavior accordingly.
