Support binary_handling_mode for Oracle connector

    Description

      Currently the Oracle connector does not support the binary_handling_mode options and therefore all BLOB columns are emitted using BYTES. With support added any BLOB field will be able to be emitted as either HEX, BASE64, or the raw BYTES.
