Allow [ci] tag as commit message prefix

To address minor changes/bugs in CI (GH action & Jenkins) the [ci] tag will be used. For major changes, version upgrades, or new workflows JIRAs would be logged. 

Also, include [maven-release-plugin] tag as commit message prefix. Ref: https://github.com/debezium/debezium/pull/2749
