Incorrect information in documentation about supplemental logging

Description of before-field for change event values states: 

Whether or not this field and its elements are available is highly dependent on the Supplemental Logging configuration applying to the table.

But Oracle-connector right now contains check preventing it to work without ALL COLUMNS supplemental logging enabled at least at table level. The documentation should be aligned with implementation.
