When LOB support is disabled, use legacy SCN mining algorithm

When LOB support is disabled, CR1 still uses the BLOB/CLOB-based SCN algorithm when starting mining sessions which should not be the case. The SCN algorithm should be based entirely on the same semantics of 1.5 when LOB support is disabled.
