Change the reached max batch size log message to DEBUG level

When LogMinerHelper#getEndScn makes a call to the metrics function changeBatchSize, we may log an INFO-level message about being at the max batch size. This is somewhat superfluous in 1.6 and should be changed to log only at DEBUG level.
