Testsuite ability to initialise and reset database via SQL

Currently, the database reset relies on the fact that the database runs in a container with ephemeral storage. This essentially makes database reset equivalent to pod recreation. 

Moving the initialisation and reset to test suite will allow us to run our tests against databases that are not containerised.
