Capture and report LogMiner state when mining session fails to start

    Description

      Right now the connector specifically only logs a subset of tables when ORA-01291 is detected. It would be helpful however that anytime the LogMiner session fails to begin that we log the state of the following tables:

      • V$LOG
      • V$LOGFILE
      • V$ARCHIVED_LOG
      • V$LOGMNR_LOGS
      • V$LOG_HISTORY (likely limited to the last 24 hours based on FIRST_TIME)
