Extra connectors are not buildable unless main Debezium is built locally

ide-configs module is not intentionally deployed into Maven Central.
The problem is that extra connectors are not buildable unless the main Debezium is build locally first. This is most visible when building from tag. Do we intend to stay with this policy or should we allow connector rebuild without main repo rebuild?
