Move SQL Server `streaming.fetch.size` as a common configuration option

As a part of DBZ-137, a new configuration option for SQL Server was introduced called `streaming.fetch.size`. This may have applicable use for other connectors and if so it should be moved to the common configuration and implemented for other connectors as needed.
