Cassandra CDC should not move and delete processed commitLog file under testing mode

When "latest.commit.log.only" config is set to true, cassandra-cdc will process the last modified commitLog file directly from commitLog directory instead of cdc directory. Since this mode is for testing, we shouldn't move this processed commitLog file into a relocation directory and delete it afterwards.
